I started with a shirt with the flag of Japan and some tartan fabric and out came something between a high-waisted skirt and a dress.

It's got:
♠ green and navy blue plaid lycra bodice
♣ super low, underbust scoopneck
♥ black lace trim around the top edge
♦ full circle skirt with distressed Japanese flag panel
♠ black lace trim at the hem
♣ serged and topstitched seams
